  • 31 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, with your indulgence, may I request that you rule that there is a debate for about 30 minutes, so that we can dispose of this matter in record time. view
  • 31 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, I thought that you would, probably, allow the Mover to give the highlights of the report and be able to make comments. view
  • 31 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, I made that request under Standing Order No.225 - Comments on Petitions. I accept your indulgence on this debate. I want to thank the Committee on Land, Environment and Natural Resources for having gone into the details of this Report. This Report appeared in the 11th Parliament and because of limitation of time, it never saw the light of the day at the end. The Clerk requested that we get the request renewed and it was renewed. Although we are talking of a forest, it is really a plantation that was done by the Kisii County ... view
  • 31 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. The county government took the step to provide other pieces of land, and they are 13 of them. When you aggregate the acreage of those 13 pieces of land, it amounts to about 400 hectares of land, which is equivalent to about 800 to 900 acres of land. The area where we want a factory to be built happens to have a slightly extra acreage. That is why we want the factory to be in South Mugirango, at Nyangweta region. We have already gazetted, under the Forestry Service, 18.7 hectares of land in that ... view
  • 26 Jul 2018 in Senate: Thank you, Madam Temporary Speaker. I rise to second this Motion on Turkana County. It is quite glaring that one of the biggest problems that the counties, particularly, the marginalised ones have, come across is the capacity of getting competent officials and officers to occupy very critical departments in order to move the agenda of development forward. You could see that even at the highest level of a County Executive Committee (CEC) Member not having academic qualifications and competencies required to direct the financial management of that county, was one of the biggest drawbacks that were experienced in Turkana County. ... view
  • 26 Jul 2018 in Senate: Thank you, Madam Temporary Speaker. This Motion has come at the right time. The NCA was established expressly to regulate, streamline and build capacity in the building and construction industry. The long and short of this is that they were given the mandate to take on board many skilled Kenyans and to improve on their skills so as to help in the building industry. Madam Temporary Speaker, you will appreciate that you and I spent endless time to ensure the creation of competent vocational, technical training institutes of technology to impact professional training in various cadres of the building and ... view
  • 26 Jul 2018 in Senate: We now have major construction companies coming from foreign countries with semi- knocked down kits from their own countries, which means that more than 90 per cent of whatever loans they are giving us is sent back to their countries of origin. Therefore, the country does not benefit; all we see is a service that does not build capacity for the young people who went through the vocational and technical training institutes, institutes of technology, national polytechnics and universities that have mounted courses on The electronic version of the Senate Hansard Report is for information purposes only. • 25 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to appeal that, as we all are, we represent people with the same interest. Members of the National Assembly represent people at the constituency level while Senators represent people at The electronic version of the Senate Hansard Report is for information purposes only. • 24 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to comment on this Irrigation Bill. What is the purpose of irrigation? What instruments do you require to irrigate? You require water. Where does that water come from? We have the surface water, underground water, or water which has been conserved through dams, rainfall and the roof catchments. Basically, we are talking about a resource in the name of water. One of my biggest problems with this Bill is that already in existence within this Bill is the Water Resource Authority (WRA). That WRA is supposed to function in ... view
  • 19 Jul 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to comment on the Statement by Sen. (Dr.) Milgo which is on non- registration of some schools in Bomet County, which is something that features in other counties as well. Article 53(1)(b) of the Constitution entitles a child to free and compulsory basic education. The inference is that the State will be in a position to give the capitation to those schools that have been registered and it will also give both the Teachers Service Commission (TSC) capitation and teachers to those schools as well as the infrastructure funds ... view
