Thank you, Sen. (Prof.) Kamar for protecting me. What are they missing by not being registered? First, when the capitation for any school is done, it will depend on whether the school is registered or not. What will be the punishment for that capitation? None. This is because the capitation will be based on the number of registered students. However, they will still have the facility. What does it mean in terms of the Teachers Service Commission (TSC)? Yes, Mr. Deputy Speaker, Sir. They do not satisfy the criteria of there being 250, 000 people required to set up a municipality. For now, I think it is too premature to set up a municipality because there are certain functionaries that a municipality will confer to the residents of that place. For example, provision of water, health services, waste disposal management systems and the infrastructure. Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to add my voice to the Salaries and Remuneration Commission (Amendment) Bill, 2018. What is targeted here is Sections 7 and 9. As it stands today, there is no direct and express indication on how to declare these vacancies open for competition. After a commissioner has been appointed and stays in office, he or she will quietly walk out and that position becomes vacant. Thank you, Mr. Speaker, Sir. I also want to add my voice to this Retirement Benefits (Deputy President and Designated State Officers) (Amendment) Bill. The political job is a thankless job. Many times people in these offices sacrifice too much because there is need for them to do the job that has been assigned to them during their time in office and they normally empty everything including family savings. This happens when the public does not require them in office, when voting patterns do not favour them or when their term comes to an end because of a constitutional dispensation. ...

Thank you, Mr. Deputy Speaker, Sir. I stand to support the County Statistics Bill (Senate Bills No.9 of 2018) for specific reasons. Statistics in any language is the main artery of the information that you need to extract; on the information that you want to use for work, conclusions or for posterity. This Bill deals with the framework that will enable the county governments to collect statistics. They should not only collect statistics, but also collect quality statistics. If you do not have quality statistics, it will be very difficult to make any sense out of the statistics so collected. ...

Mr. Speaker, Sir, I rise to support this Bill with a few comments. The classification of roads as it appears here is quite in order. We have the Kenya National Highways Authority (KeNHA), Kenya Urban Infrastructure Development Programme and now the Kenya National Secondary Roads Authority. It is now very clear that there are two distinct governments; the national government and county governments. Thank you, Madam Temporary Speaker. I am just looking at the common issues. I have talked about the mood, thinking and behaviour. When you put these three categories together, they create a disease burden for this country. Burden is measured by the percentage of the people who are affected by these. The disease burden, through the mental illnesses, constitutes 13 per cent of the population in this country and globally. You cannot ignore that. Thank you, Madam Temporary Speaker. They have drunk themselves silly and once this happens, they need some kind of rehabilitation. This is a withdrawal syndrome that you want to withdraw from alcohol, but you must be in a position to treat them. Even though they appear with mental symptoms, they would still be treatable. We have seen many alcoholics recover to be normal. Some of them are now the greatest pastors around this country and in the world. They have come from alcoholism to pastors; people saving souls.
