  • 5 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I seek your indulgence to be given a little more time to deal with this issue, which is very important. view
  • 5 Jul 2018 in Senate: I had an occasion, as a Minister for Health, to deal with the endemic nature of the highland Malaria that we had in 1989, 1990 and 1991, and the kind of damage it did to the citizenry of Kenya. It is true, like Sen. Omogeni has said, that we have two types. The endemic area is dominantly occupied by the malarial parasites, particularly the Plasmodium Falciparum, which is normally in regions like Nyanza, Coast and other areas in Western Kenya. The low endemic areas like Machakos and other areas can also be invaded because of the nature of the treatment ... view
  • 4 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. This is a very important Statement and I thank Sen. Nyamunga for bringing it to our attention. Clause 141 of the Children Act has given us a full array of what must happen at every single circumstance, whether it is defilement, misbehavior or sexual offense. There is a full chapter that expresses itself on the issues relating to child abuse and child defilement. The moral standard of our nation must stand revised because previously, children were the custodian of a community or society. If we let them be defiled, we are actually building a future ... view
  • 21 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir. In the same vein, I take this opportunity as a former Minister for Education to congratulate these students who have a great deal of performance to be able to transcend beyond the competitive nature of their examination and shining as the best example of our output in our educational system. They represent the best. I want to wish them well. The future belong to them and they should look around at what stands as a good lesson for them to pick from the society and from the environment within which they operate. Obviously, the most ... view
  • 20 Jun 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. Once again, I stand here today to add my voice on this issue of sugar. Sugar is a commodity that is classified as food and it finds itself in all the formulations in drugs and all forms of drinks. It is not worrying if this sugar is properly and normally certified processed food. It becomes a worry when its processing is adulterated and deficient in the processing ingredients. Therefore, in the process of generating it, it creates - what I said yesterday – intermediary products through the process. If this sugar is adulterated with ... view
  • 20 Jun 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. Mr. Deputy Speaker, Sir, I would have said that even alcohol has a sugar base, which when combined with alcohol, turns into another form called acetaldehyde. This product alone destroys DNA, and when the DNA is destroyed, you are potentially exposed to many cancers. Some of these forms of cancer include cancer of the colon, throat, stomach and many others. You may wonder why cancers in this country are on the rise and not on the decline. Therefore, Mr. Deputy Speaker, Sir, at some stage, we must question the conscience of this country in ... view
  • 14 Jun 2018 in Senate: Thank you, Madam Temporary Speaker. First of all I want to lend my weight on the Office of the Attorney County Bill (Senate Bills No.3 of 2018), because I am a strong believer in devolution. People have not appreciated that there are two levels of government-the national and the county. All the activities that are rendered by the national Government are a mirror of what is being done at the county governments. The institution of the Attorney- General in this Republic has been there since Independence to date. The institution of the County Attorney that we are trying to create ... view
  • 14 Jun 2018 in Senate: member of the executive committee; (d) shall advise the departments in the county executive on legislative and other legal matters.” Madam Temporary Speaker, I am a Member of the Senate Committee on County Public Accounts and Investment. One of the things I am seeing is the huge expenditure that is being incurred by the county executive on legal services. Some of it has formed part of the pending bills and is going to be very difficult to clear from the books of the county governments. The establishment of this service to the county governments will be a critical element in ... view
  • 13 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir. I too have been privy to this saga of Migingo Island and Mageta Island where the fishermen have been fishing for a long time. We must understand and appreciate what Sen. M. Kajwang’ talked about. Besides the ethnicity and political divide between the two countries, there are also the economic interests. For example, Migingo Island is rich in various types of fish. It is important that we must establish our border integrity and our superiority, not in any level of being superior to any country, but our integrity. Everybody knows that Migingo Island and the ... view
