Thank you, Madam Temporary Speaker. I rise to support this Bill. Anything that increases revenue to county governments will always receive my positive remarks. I believe that some of the areas that have been included in this Bill for support as conditional grants are important in uplifting the economies and services of county governments. Madam Temporary Speaker, Sir, I rise to fully support this Motion on teaching of Kiswahili through the sign language by our schools, both at the primary, secondary, vocational training centres and even the teacher training centres. Mr. Temporary Speaker, Sir, I would also like add my voice to this Motion for Adjournment to attend the Legislative Summit in Mombasa. First and foremost, this is a very important summit. The way I understand it in my previous work, a summit is held, when everything else is said and done, to make far-reaching decisions and not ad hoc deliberations. It is deliberations that will lead to substantive decisions that will guide the agenda and the legislation of both the county assemblies and the Senate sittings. Mr. Temporary Speaker, Sir, last time when I stood on this Floor, and in accordance with this Motion, it was quite clear that it derives its spirit and mandate from Article 59(4) of our Constitution. We should put in place a legislation that establishes such offices in one, two, three or four places. The Office of the Ombudsman is only available in some of the four regional centres. Mr. Deputy Speaker, Sir, I rise to contribute to this important Bill on revenue allocation to counties. The numbers and the figures have already been established. The ceilings have already been set. One fundamental area that I would like to flag out is that despite the fact that the Bill talks of a payment schedule and the publication on a monthly basis, these resources have been shifted to the County Revenue Fund. Thank you, Mr. Speaker, Sir. I rise to add my voice to comment on a continuing disaster which is taking place in our country. Governor (Prof.) Kibwana has given us a wake-up call to a situation which I feel that there is so much human loss. My first reaction to that message is to send a message of condolence as a House to the people of Makueni County and other counties which have been devastated by these floods and disasters. Mr. Deputy Speaker, Sir, I join the people of Nakuru County on this rather sad episode of losing lives because of man-made disasters. Two million cubic metres of water is enough storm to clear even the mountain when it comes from a given height. The level of culpability is clear: The owner of the dam, WARMA and the national Government in failure to monitor and supervise the building of dams.
