Mr. Speaker, Sir, while appreciating the answer given by the Chairperson of the Committee on Lands, Environment and Natural Resources, I realise that Sen. (Dr.) Ali raised this matter from the perspective of being a doctor – having been my student – and also having been a medical officer in Wajir County at some stage. Mr. Speaker, Sir, I appreciate the answer given by the Chairperson of the Committee on Land, Environment and Natural Resources, Sen. Mwangi Githiomi. One of the biggest problems that we are encountering today is the on- site management of the riparian land. There was a time when the Government came up with the valley bottoms development and skewed up the policy. It threw away the caution on the question of management of the riparian land. Thank you, Mr. Speaker, Sir. I rise to second the State of the Nation Address which was done last week. The President has shown Kenyans which way we should go. When you paraphrase and read through his speech, you see that he dwelt mainly on the issues of the economy of this nation and how it should be propelled to a higher level in order to assist Kenyans to live profitably and peacefully within the borders of Kenya. Mr. Speaker, Sir, I rise to give my condolences to one of our greatest heroes in this country, Hon. Kenneth Njindo Matiba. I came into contact with him in the early years. He had just finished Makerere University and I was doing my medicine course. When we came on a vacation actually on an inaugural flight, he was seated in Gill House in charge of higher education. Thank you, Madam Temporary Speaker. I also join the Senate Majority Leader and the Senate Minority Leader in congratulating all the Membership of this House for the excellent job that has been done. Yesterday and today, when we were passing the Division of Revenue Bill, which I believe will be fast-tracked for the next event, there was something that bothered me as I was making comments. We should think through it over the period of our vacation. All these revenue allocations were based on audited accounts of 2013/2014. Thank you, Madam Temporary Speaker. I stand to add my voice and second this Motion on the Establishment of an Ad Hoc Committee to look in to the affairs of tea industry. Such an important and crucial industry has languished in difficulties and frustrations because the returns that a farmer obtains from tea are paltry. Sen.
