27 Mar 2018 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I seek your indulgence on a matter that you have ruled upon. Standing Order No. 46 (2) (a) states that:- “A Senator may make a Statement on a county issue or on an issue of general topical concern” There is a corollary to the issue raised by Sen. Kwamboka on Mr. Miguna Miguna. I would like to seek your indulgence to ask the Vice Chairperson of the Committee on National Security and Foreign Relations to clarify on an adverse report that the United States of America (USA) has withdrawn the contract for direct flights ...

22 Mar 2018 in Senate:
Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute to my favourite subject; nutrition and food. I was delighted when I saw The Food Security Bill (Senate Bills No.12 of 2017). Sometimes you wonder why it is titled ‘Food Security.’ Secure from what? Food can drive a nation to a war; just as water can drive a nation to war. Therefore, food is an essential commodity because with food, you can sustain life. Without food, there will be wars in the counties. We have seen it recently in Laikipia County where people were fighting, because of ...

21 Mar 2018 in Senate:
Mr. Deputy Speaker, Sir, yesterday I indicated and emphasised how important and how emotional it can be to see the National Flag flying on special occasions. I indicated that I had the opportunity of being the Chairman of the Amateur Athletics Association of Kenya (AAAK) and every time we went to compete internationally, Kenya romped for first position taking gold. On many occasions, we swept the floor in Steeplechase because we could win gold, silver and bronze. Such occasions were so emotive that everybody, regardless of the ethnic background, joined singing “Harambee Kenya!” because of the excitement. Therefore, the embodiment ...

21 Mar 2018 in Senate:
When Americans do well in the Super Bowl, they fly flags everywhere. Why not Kenyans? We are super in many ways. We are super culturally, athletics-wise and many other sports and we have proved it. Even in reaching an agreement where there was a wonderful handshake, that should have called for the hoisting of the flag in private residences and public buildings because that was a sign of goodwill; that peace and tranquility is finally finding its doors within the borders of Kenya. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of ...

21 Mar 2018 in Senate:
I have been thoroughly constrained to append my signature to first class honours person being put out of contestation. In other words, if truly Sen. Meli scored 78 marks and I am one of those professors who have adjudicated those marks. I have cautiously looked at the criteria whether the applicant holds a degree from the University of Nairobi (UON) in accordance with page 16 and he does. I have weighted the marks for that candidate and also looked at whether he has knowledge and at least ten years’ experience in either public management---. Someone who has been in this ...

20 Mar 2018 in Senate:
Thank you, Mr. Speaker, Sir. I rise to add my voice in welcoming our visitors, particularly, the House of Chiefs from Botswana, the MCAs from Bungoma, the Maasai community from Nakuru County and the students from Makueni County. When we interrelate with one another within and outside the country, it obviously enriches this House. I thank you for enabling us to send a word of congratulations and welcome. We are learning a lot from them just as much as we learn from them when we go to their respective countries. Since I did not have the opportunity in the last ...

20 Mar 2018 in Senate:
Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to one of the most monumental and fundamental Bills before this House. I have lived through that history when I was a student and I hosted the independence celebration in Bombay. I had the pride of hosting that celebration because the Committee in Nairobi decided that the President of the Kenya African Students Association will host on behalf of the Kenyan Government. When that flag went up, with the nationals of India, I felt that I was somebody. That is why when I came back, I continued ...
