  • 9 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am not quite sure whether the hon. Member means that they are leaving because of the work load or because of greener pastures. I leave it to him to conjecture on that one. Having said that, this Question was dealt with by my Assistant Minister yesterday in this House. Let me say that the Teachers Service Commission Remuneration Committee is currently in session. It will be pre-empting their recommendation before it finishes its deliberations. The committee has to make a decision between whether they want to stay within the framework of the Teachers Service Commission ... view
  • 9 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, this is a very serious debate, because we talking about the youth of this nation who constitute more than 67 per cent of our population. Most of us came to this Parliament because the youth had an expectation that we would be able to generate activities and programmes that would address and redress their problems. By today you will have noted that in moving this Vote, the Minister is asking for a total of Kshs4,031,669,000 against the last provision in the Budget of Kshs3,213,934, giving a net increase of Kshs817,134,700. It would have been a good ... view
  • 9 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am not the Leader of Government Business, but in conformity with collective responsibility, I will transmit the message to the Leader of Government Business so that he reports to the House the issue that has been raised by hon. Imanyara. view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, it is not what I think. What is important is that this Question should be appropriately addressed to us, and then we will deal with it accordingly. What I know is that we have a School Feeding Programme. It is a cross-cutting issue. It is also in the Ministry of Youth and Gender and the Ministry of State for Special Programmes. However, if we are referring specifically to a programme, which is handled by the Ministry of 1538 PARLIAMENTARY DEBATES July 2, 2008 Education in conjunction with the World Food Programme (WFP), then we shall be ... view
  • 1 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I stand to second this Bill. This is a Bill which was necessitated by the recent debacle that the nation went through. It was quite clear that when these events took place, the mechanism and the manner in which to resolve issues became illusive. Other than the criminal law and the civil law, which have their own time limitations, there was no single piece of law that would govern the relationships between people, tribes and races. We realised that this nation can slip back to anarchy, unless we put into place a law to restore the ... view
  • 11 Jun 2008 in National Assembly: Mr. Speaker, Sir, it is, indeed, a sombre and a very sad moment for all of us to have learnt of a sudden demise of our colleagues, Mr. Kones and Ms. Laboso. These are people that I have known for a very long time. We have worked together at the Cabinet level and at the local level. Indeed, there were many occasions when the late Kones and I jokingly referred to each other Kones as "kamama", meaning that there was a very friendly and relatively good rapport between us. It is even more painful to remember that even in the ... view
  • 23 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, first of all, this Question appeared on the Order Paper today and we were not informed prior to that. Secondly, we have examined the Question in detail in my Ministry this morning and we really do not see how we feature here, as the Ministry of Education. The Question is talking about the Financial Year 2008/2009 allocation. I suspect it is the Ministry of Finance that is involved in allocating money to new districts. If the hon. Member meant to refer to the District Education Office, then I will be quite happy to reply to the ... view

  • 23 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, first and foremost, I just want to plead with hon. Members that we sat out there negotiating in agony and pain. We were in search of truth and reconciliation. We have laid the structures that will come to the Floor of this House to give room to hon. Members to ventilate on issues that we think are critical for the survival of this nation. My appeal is that the exercise which is starting tomorrow is the first step of creating contact for our people through the leadership of this nation, including hon. Members. I 658 PARLIAMENTARY ... view
