Having heard the Chair of the Departmental Committee on Finance, Planning and Trade, I understand that all these people are competent to carry out this specialised job that is required of the Privatisation Commission. Whenever we have any organisation that is completely managed by Government appointees, we run into trouble. I have listened to the qualifications of these individuals and I hope they will not take their sweet time to merely continue earning allowances. We need to make up our minds. The House has gone through the process of scrutinising the proposals by the National Treasury and the various ministries. All the Departmental Committees have had a go at those estimates. They have approved and prepared the necessary reports. They have given their views to the Budget and Appropriations Committee and the Committee has brought its views to this House. They sought an application as well as filed a petition. In their application, they are seeking to stop the Cabinet Secretary (CS) for National Treasury from releasing money to the National Government Constituencies Development Fund (NGCDF) in respect of 2016/2017 Financial Year.
