The Leader of the Majority Party brought an amendment to the Lotteries and Gaming Act to target the tax component. We need to introduce tax on those gaming firms. We were recently treated to some drama when we were told that there was a lottery for a company we were investing shares in, only to later realise that all winners came from the same family. Some of those things must be dealt with. We must get a system that identifies winners in a transparent manner. This so-called investment is money that is collected from Kenyans and then taken somewhere. We must ensure we regulate it. They are also pretending they can assist the people who pay their money to win. They tell you “put your money in this or put your money in that”, and yet, they have no clue of what is happening. • 3 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairman, I rise to support the proposed amendment by the Committee. I had my own misgivings when the amendment was brought to the Floor of this House. As it has been indicated, sometimes it is extremely unfair to rank all schools together yet some schools do not have learning facilities. Some schools do not have qualified teachers or laboratories, yet they do the same examination with well equipped schools. They are ranked with schools which have all the facilities. The only thing I do not know, which I hope the CS will give us details when he comes up with regulations, is how co-curricular activities will be ranked. That is an extremely difficult area because of lack of facilities and coaches. view

Naongea kama mtu ambaye amekusikiliza ukihudumu. Najua utaweza hiyo kazi. Nasimama kuunga mkono Hoja hii. Naomba Serikali iangalie haya mambo ya maji vile iliangalia mambo ya stima. Ijapokuwa mradi wa stima ni wa kupeleka umeme kwa kila shule ya upili ya umma, kwa karatasi, madhumuni ya pili yalikuwa kupelekea wananchi stima. • 3 Aug 2016 in National Assembly: katika maeneo hayo. Watapata fedha za kufanya mambo mengine badala ya kutegemea Serikali na wazazi kwa pesa ambazo zinatumika katika shule hizo. Nikimalizia, nawaomba wote ambao wanasimamia mambo ya maji. Sisi kama Wabunge siku hizi sio wanachama wa Kamati za Hazina ya Maendeleo ya Maeneo Bunge, lakini tunaweza kuongea na kamati ambazo ziko ili zimulike shule zote kuhakikisha kuwa maji yanafika huku tukingojea Hoja hii, ambayo nina hakika tutaipitisha, itekelezwe na Serikali. Naomba Kamati ya Utekelezaji katika Bunge hili ichukue Hoja hii itakapopitishwa. Iende haraka haraka kwa wizara zinazohusika na isisitize itekelezwe haraka iwezekanavyo. Naunga mkono. view
• 2 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I support the position taken by our Committee. It is good that both the Senate and the National Assembly have taken this Bill seriously. The issues addressed here regarding our forests might mean life or death for some of us. They are also for posterity. It is clear from the Constitution that forests are a shared function. The national forests are vested under the authority of the national Government, while forestry is a county function. When serious decisions are made regarding this issue, the suggested amendments to include consultations with the county governments are in order. ... view
• 2 Aug 2016 in National Assembly: The proposal by the Senate to change the law on which this Bill is anchored is obviously an error. Perhaps they were not keen on what was before them. I support our Committee that we cannot nullify the entire Bill because of that mistake. When the Mediation Committee is formed, these are some of the issues that need to be raised. The issue of consultation keeps on rising in the proposed amendments by the Senate.
