Wale wanaojua historia yangu ya kuja Bunge hawawezi kuuliza kwa nini ninaunga mkono. Katika uteuzi wa chama cha TNA, chama ambacho nilianza nacho, nilishindwa sana, hata hakukuwa na cha kuongea wala majadiliano. Nilinyang’anywa tikiti kwa sababu chama kilikuwa na wenyewe wakati huo. Wale ambao walitengeneza sheria hii walikuwa na nia nzuri kwa sababu walifikiria Kenya ina demokrasia na haki katika uteuzi wa vyama. Ukweli ni kwamba hatujafika hapo. Pesa hizi ambazo zinapatiwa vyama wakati huu na zinachukuliwa na vyama vikubwa zinaenda kusaidia vyama vilivyoko sasa. Kwa nini zisaidie vyama vichache na ziache vyama vingine ambavyo vina viongozi katika Serikali? Sababu ni ipi? The wrangles that we saw in the last few months at the EACC were clearly caused by the architecture of the current law, where there were two centers of power. Further, there was a situation where you had very limited mandate and functions of the commissioners, yet they were permanent holders, and would go to the office every day.   • 7 Jul 2015 in National Assembly: Further, I think this is a trend that we must adopt in other commissions that have similar problems. An example is the commission in charge of gender. These are people who should not be in office full time. They should only go there to deal with policy issues and get reports; when you have somebody who is paid a salary to be in an office and they do not have work, they will create work for themselves. It has been there and in my opinion, the people who have been in office have been the originators of corruption in this country. It is only fair to say that the last few months have seen this country truly fight corruption, where the big fish have also been netted by the initiative our President started in this House.   • 7 Jul 2015 in National Assembly: As we pass this law, I will request the panel that is going to appoint or select, the people to fill the current vacancies to come up with people who are not very tired, as another Member indicated. We want people who will bring a fresh approach. It should be fresh faces in this fight and not necessarily noisemakers, or people who are always in the streets. Speaker, the other issue is that before the current Chief of Staff of the Civil Service left his office at the Treasury, he had indicated - I think nobody has rebutted this - that about 30 per cent of the Development Budget is stolen.   • 2 Jul 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I would just like to seek a clarification from the able Chair. When they propose that the county governments take into consideration the tariffs gazetted by the Regulatory Board while imposing tariffs, I do not seem to get it. Is it that some money is going to be taken to the Regulatory Board? Can she clarify? view
