  • 2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Unfortunately, today, I arrived late for this Bill. However, the confidence I have in the Chair of this Committee made me think that everything is right. The challenge is going to be in implementation. When we have these shared functions, the tendency is for each level of Government to try and pull to its side. I am hoping that since this is a very critical service to the citizenry of Kenya, there is going to be sobriety as the Senate considers this law as well as when we go to implementation. The things that the Senate has done to the Division of Revenue Bill and, now, The County Allocation of Revenue Bill are actually disturbing. There is not a single shilling from what has been collected by the county governments. The Senate does not seem to be keen at all on where money comes from. It is very painful when I see my county and other counties get money from the National Treasury and yet the rate of absorption is quite low. When we talk about developing this country at a growth rate of say 5 per cent, it is based on proper and timely usage of finances. For example, if you are going to earn Kshs100,000 from a building which you are constructing for rentals, then you do not use the money to build that house, at the end of the year ... view

Is it in order for a Member of a Committee, who was present and fully supported the deliberations that led to this particular Report and who made the Chairman to bring this Report as it is, to then turn around during the debate and oppose it just because people are watching him on television?
