  • 3 Jul 2014 in National Assembly: To me, this is a clear indication that our Constitution is working. This is the first time this Constitution has been tested and luckily for us it has worked. I thank the Mediation Committee. Further, I am happy that finally the Senators are getting something to do in recognition of the fact that they were elected by a huge electorate. I am happy that they can get a forum to participate in matters of development in the counties and in this country. view

We will also be given a chance to execute our oversight role as Members of the National Assembly and Senators over usage of funds that are given to the counties. The Constitution is very clear.   • 3 Jul 2014 in National Assembly: of Parliament are complaining that they have no forum to discuss issues with governors. We do not have a chance to dialogue with the governors. This board will give us a chance to dialogue with them. I am hoping that every person in this country is going to take advantage of the constitutional and statutory organs and institutions that the law has created to dialogue; not go to the streets and dialogue with microphones. Let us take advantage of these institutions including this one. With those few remarks, I support. view

  • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Chairman, my concern was in respect to the clauses that he is deleting. To me, as much as I am not a specialist in this area, the intended amendment appears to be noble and useful to the profession. I would want to understand before we vote on it; why are we removing them all together? view

  • 2 Jul 2014 in National Assembly: Thank you, hon. Speaker. I also rise to support this particular Report as amended. What we are trying to do is to correct a wrong. The Constitution was very clear that the transfer of functions ought to have been phased in three years. It even anticipated a situation where the three years might not be enough and gave a framework where the two levels of governments could engage each other so that certain functions may be left with the national Government. This is where the capacity of the county government was not up to date for that particular function. view
  • 2 Jul 2014 in National Assembly: Hon. Speaker, the problem arose last year when there was a lot of intimidation and allegations that the Government and the President was anti-devolution. Because of that intimidation, the Executive was forced to simply transfer all the functions even the ones that the counties were certainly not ready for. This habit of giving deadlines, blackmail or intimidation so that people can grab power is the same thing that is happening now.   • 2 Jul 2014 in National Assembly: Hon. Speaker, the other thing that did not happen was proper stakeholder consultations. We have heard officers who work in the health sector complaining because they are not understood by the people they were put under. We have serious problems. While we do not have the capacity as Parliament to revert the functions that have already been transferred to the national Government, what this Report is trying to do is--- It is important that the people who are contributing and will vote on this Motion understand the import of this Report, especially the amendments. view
