  • 2 Jul 2014 in National Assembly: This Report does not revert the functions to the national Government. This House is not capable of doing that. It is recommending that a task-force be formed so that those functions that the counties are not ready for can be, through the constitutional framework, given back to the national Government to be dealt with until the capacity of the county governments is built. After that, we can take them back there. Ultimately, we have no alternative other than giving these functions to the counties. However, let us not make the The electronic version of the Official Hansard Report is for ... view
  • 2 Jul 2014 in National Assembly: citizens of this country and even the officers who work in the health sector suffer by rushing and purporting to be supporting devolution. view
  • 2 Jul 2014 in National Assembly: You are not supporting devolution by saying that health remains there. You are actually an enemy of that devolution. The Constitution was very clear and I think it is important that we pass this Motion. view
  • 2 Jul 2014 in National Assembly: It will be good if the Senate - and I hope that they will see sense - also support this Motion. • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Chairman, I support the proposed amendment but I wish I had an earlier look at the exact amendment. So I do not know why we want to subject them to the “Sarah Serem Commission”. Since we are already past that, that is something that you may think ... view
  • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Chairman, what I am saying is that the clauses that we have just passed particularly Clause 10, we have said that the terms and conditions are supposed to be subjected to the advice of the SRC yet when I read Clause The electronic version of the Official Hansard Report is for information purposesonly. • 2 Jul 2014 in National Assembly: 15 and what we are dealing with right now, this is a private members’ sort of organization. So, I see no reason why we should be talking about the SRC in respect of this. view
  • 1 Jul 2014 in National Assembly: Thank you, hon. Speaker. I rise to support this particular report. I agree with some of the hon. Members who have stated that--- view
