It is just talking generally. We are just about to debate a very important issue on even reducing the number of the Members here because we want to bring the wage bill down. As some of my colleagues have indicated, when we set out to do the vetting, my position was against another 60 year old. When Dr. Nyokabi came before us, despite my misgivings, she won over not only I, but also other Members of the Committee. When I pinned her down by asking her whether she is just looking at the interests of the female gender in this Commission, she indicated that she had taken up the issue of the boy-child, who is increasingly becoming marginalized, especially in some areas in this country. To me, the disbursement of that money is already late. When you look at the relevant provision of the Constitution - and that is Article 204(2) - it is a bit ambiguous on how the national Government is going to disburse monies in that particular Fund to the counties.   • 26 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, where I come from - the good place called Kipipiri - there are some places that have serious problems. I have people who are given relief food every other year. If we generalise and say that the money is going to the counties, some areas that are not in it are likely to benefit. If we are going to leave this Fund to be distributed by the county governments, then I think we are in trouble. view
