  • 13 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, the other issue that we must deal with is interest rates. If I am asked, it is high time we revisited the Donde Bill. If commercial banks cannot hear the plea by the Central Bank or the Treasury, it is high time this particular House legislated on cutting down interest rates. I do not believe that our banks will have any mercy on our people. I think we should bring back the Donde Bill. view

How much are we giving to agriculture vis-a-vis what we are giving to other sectors? We must also deal with the issue of absorption. Every other year money is going back to Treasury. The first thing that ought to have been done, after the county governments were established, is to enhance their financial management capacity because that has not been done. Secondly, the county governments ought to look at their revenue generation measures. Where I come from, there is revenue and therefore, it is important that they deal with how to harness it.   • 12 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I am happy that this Bill is generating a lot of interest and most of us would like to contribute to it. I am certainly supporting the spirit of this Bill. After the new VAT Bill was enacted, very many people out there suffered because of the increase in price of various commodities. We must accept that the Bill was blanket in its application of the VAT provisions. view
