Somebody just moves around and says: “Yes, you did well by killing. Kill again.” That person is still out there. You wonder what our security agencies are doing. We need explanations on some of these things. We will be lying to ourselves if we think that employing more security officers and importing more security gadgets will eradicate insecurity. Thank you, hon. Speaker. I want the Chair to clarify whether the Ministry is cognizant of the provisions of Article 43 of the Constitution, which makes it a right of a child to have basic education. What is the Government doing to ensure that secondary education eventually becomes as free as the primary school education? I have heard him loud and clear, though I am not an expert in Islamic Law. I have been advised today by the hon. Member for Garissa Town that Islamic Law requires that a person must be 19 years old before he/she can marry or get married. That is what he has said. I have also read the Constitution, Article 45(2) states as follows:- “Every adult has the right to marry a person of the opposite sex, based on the free consent of the parties.” To me, “adult” means a person of 18 years of age. Apparently, the Government is stuck with this particular issue. It appears to be unable to deal with the issue. Has the relevant authority contemplated and/or brought any Bills to this House so that the National Assembly is able to legislate on a law that would help to curb that sort of crime in future?
