Speaker, Sir, I am looking at the Constitution and seeing that it is very categorical that the role of the Senate is to represent the counties and to serve and protect the interest of county governments; I am seeing a serious challenge in any particular county having interests outside the boundaries of this country. I come from an area that has a huge population that is not able to support the cost of education past the primary school level. In fact, in Kipipiri, you find that the transition rate, even of going to second school is just about 49 per cent. This means that half the pupils who sit for primary school examination at Standard Eight do not go anywhere. Under Schedule Four of the Constitution, the function of management of our refuse removal, refuse dumping and solid waste disposal is a function of the counties. While I have no issue with the Motion itself, and I will be supporting it, because it is a policy issue on environment and the Government should aid the counties, we cannot urge the national Government to come up with a commissioner to manage waste disposal in this country.   • 24 Jul 2013 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this Motion. Any person who has had a chance to visit the Dandora dumpsite will be in complete agreement with what the Mover of this Motion has stated. The waste disposal problem is a global one, and we need to manage it as a country. As far as I am concerned, we are dealing with this issue in a very haphazard manner. This is a problem that the Government should address in a universal, or global, manner. view

Private enterprises have been left to dump garbage rather than former the local authorities and county governments. So, we need a legal and policy frameworks that will look at this issue. view
