If he were to knock somebody today dead, and I do not wish him to knock anyone dead, he would not be charged with murder; rather he would be charged with manslaughter. The difference is that with regard to murder, you must have had intention. However, in this case it was just a mistake and an accident. To convert light moments into malicious situations is missing the point. view

Nobody has said that he has gone to speak to the Speaker and the Speaker said that he intended to abuse the guy. Hon. Musimba has not told us that he went to see the Speaker and had a conversation with him and ventilated what he has today ventilated in this House. Temporary Deputy Chairman, I beg to move:- THAT, clause 15 of the Bill be amended in subclause (2) by deleting the word “encourages” appearing immediately after the words “respondent who” and substituting therefor the words “aids or abets”. What we have just done is simply to replace the word “encourages” with the words “aids or abets” which is more of a legal terminology that is acceptable generally and that is used across legislations. view
