As you are aware, under the Sixth Schedule, Paragraph 23, it behoves this House to come up with a legislation to ensure that all judges and magistrates are vetted. As we stand right now, we have over 300 magistrates who have not been vetted. Therefore, the situation will become extremely tenuous. Secondly, as you know, this House approved three foreign judges so that they can proceed with the work of vetting. Hon. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 be deleted and replaced with the following new clause— Amendment of section 48 of No.6 of 2008. 3. The principal Act is amended in section 48— (a) in subsection (4), by inserting the words “for consideration” immediately after the word Parliament; (b) by inserting the following new subsection immediately after subsection (4)— The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

(5) In considering the report pursuant to subsection (4), Parliament shall not interfere with the context, text, form and substance of the report”. We are proposing that Section 48 of the parent Act be amended by including the words “for consideration” immediately after the word “Parliament” appearing in subsection (4). We are making a further amendment to make it clear. There was a misnomer and it was indicated that Parliament will consider, but it is not Parliament, it is the National Assembly. That the word “Parliament” be deleted and replaced with the words “National Assembly”.
