  • 3 Feb 2022 in National Assembly: Hon. Speaker, thank you very much. It is refreshing to see the former Leader of the Majority Party doing his job as far as Parliament is concerned; something he was not able to do when he was the Leader of the Majority Party. view
  • 3 Feb 2022 in National Assembly: I have a piece of legislation which is pending somewhere, in which I seek to amend the Public Finance Management (PFM) Act to allow sector committees to scrutinise medium term public debt reports every time they scrutinise the Budget Policy Statement. As at now, I have gone through the law, the PFM Act and what Hon. Duale is asking does not exist. There is no law that forces the Budget and Appropriations Committee to discuss that report because it is not there. If my amendment is passed, it will compel sector committees to go through the medium term debt report ... view

  • 2 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill by Hon. Didmus Barasa. • 2 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. May I just clarify that tangatangaring in English means roaming about and around. I think that is what my brother Hon. Didmus has been doing. However, I want to thank him for thinking through this Bill. I wanted to add that there is a section of Kenyans who suffer more on this matter of pension. You face the biggest dilemma when you lose your loved ones and you want to access their pension. I have been privileged to follow up on the pensions of some of my relatives who have passed on. You cannot ... view
  • 2 Feb 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I cannot overemphasise the importance of this Bill. We cannot have a Government mistreating its former employees. The Bill will cure this anomaly. Thank you, Hon. Temporary Deputy Speaker. I support the Bill. view

  • 10 Nov 2021 in National Assembly: (Alego-Usonga, ODM) Hon. Deputy Speaker, I rise to ask Question No. 472/2021 to the Cabinet Secretary for Energy and Petroleum:- (i) Could the Cabinet Secretary explain the criteria employed by the management of Kenya Power to engage WPP Scanad PLC, which is a multinational company, in its operations as outlined in the Report of the Auditor-General on the Kenya Power for the year ended 30th June, 2020, contrary to Section 103(1) of the Public Procurement and Asset Disposal Act, 2015? • 9 Nov 2021 in National Assembly: (Alego-Usonga, ODM); Thank you, Hon. Speaker. I agree with everyone that it is important for us to observe the health protocols. But in line with the new regulations where the country is now free, it is important for us to free this House also. view
