When we appeared before the Committee, the Ministry was represented by the Chief Administrative Secretary (CAS). The answer which was given was not appropriate. The Committee dismissed the team and asked them to bring a fresh answer. view

I have been probing the Chair, Departmental Committee on Labour and Social Welfare to engage the Ministry for another additional answer, but that has not come. I wanted to comment on the issue that was raised by the Leader of the Majority Party on the appearance of Cabinet Secretaries before committees. Hon. Speaker, this is something which I wanted you to, maybe, comment on. There is a trend where the people called Chief Administrative Secretaries (CASs) are the ones who come before our committees on behalf of Cabinet Secretaries.   • 3 Oct 2019 in National Assembly: So, what I wanted you to give a ruling on is whether those people are legally appearing before Parliament, especially on issues to do with the Budget and questions raised by the Members. Most of the Questions require commitment by Government and the people who can commit on behalf of ministries are the Cabinet Secretaries or Principal Secretaries (PSs) and not those people who are not approved by Parliament.   • 2 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First, I want to send my condolences to the family of Miriam, who perished in the ferry incidence. This is a question of failed leadership. I think we must be honest, as Hon. Millie has said. Parliament must take the blame for this incident for two reasons. One, we have failed in properly allocating budget for relevant institutions that are supposed to safeguard our lives, especially in case of disasters. This is a case of incompetence of public officers. I think the MD of KFS, I do not know who he is, should have already resigned. There is no reason why he is in office. What is he doing in that office? Let us be clear and vigilant.
