  • 13 May 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was here and you did not do that. view
  • 6 May 2009 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker, for giving me this opportunity. It is always refreshing to have Madam Speaker in the Chair. Sometimes you have to pardon us when we address you as “Mr. Speaker” because we are not yet accustomed to this. I also congratulate you for the live coverage that we have and enjoy in this House. It has really brought fresh impetus to the debate in this House. This is because hon. Members know that they are being heard and watched by their constituents. The challenge my Ministry faces is to make sure that every ... view
  • 28 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Having listened this afternoon to hon. Members speaking to each other and at each other, I also want to seek the indulgence of the Chair, and your interpretation as to whether we meet the qualities and standards of decorum in the House. view
  • 28 Jan 2009 in National Assembly: If we do not do that, as the Chair, you should begin to address this House, so that we begin to deal with the issues of decorum, the way that hon. Members address and deal with each other, including differing on the Floor of the House by hon. Members of the same Committee. I would like to seek your indulgence. view
  • 10 Dec 2008 in National Assembly: Mr. Deputy Chairman, Sir, I do not think it should look like there is a see-saw of oppose and propose. I would like to support this amendment on condition that if we give the Leader of Government Business, say, 15 minutes, then he should occupy that time. If he occupies that time by allowing Members to seek clarifications, deleting this particular amendment allows that to happen. Deleting does not change how the time will be utilised. The Leader of Government Business will still be able to do it, but allow the interaction of the House. So, for as long as ... view
  • 10 Dec 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I will be one of the few people to oppose this Motion. I do not understand how you want to solve the problem of cattle rustling by simply resolving to establish a Select Committee to investigate the root causes of it and those behind the vice, and then report to the House. The Select Committee must be held responsible to do something. The Committee should not just go around investigating the root causes of cattle rustling and those behind it and report to this House without telling us how we will end cattle ... view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I support the amendment. view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, if the amendments came from the Chair of the Committee, I suppose that, that has been taken into consideration. I simply support the amendment as it is. December 10, 2008 PARLIAMENTARY DEBATES 4047 view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am agreeable to the amendments and the rationale given and, therefore, I support. view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the proposal is accepted, because it proposes to extend the time within which the commission shall respect and uphold vested rights and interests of parties holding broadcasting permits, so that nobody becomes a victim of time limits. It is useful for purposes of those already holding the permits. Part (b) introduces an additional amendment to the Penal Code in an effort to accommodate electronic offences which hitherto have been not included. So, it is a new section because in this law we are also introducing the electronic transactions. view
