  • 8 Nov 2006 in National Assembly: Order, Dr. Oburu. I think it does not do to say that the Departmental Committee on Finance, Planning and Trade, or its Chairman, was not aware of this Bill. It is on the Order paper. Once anything is on the Order Paper, it is always good to assume that it would be dealt with the same day. After all, it is high up on the Order Paper. view
  • 8 Nov 2006 in National Assembly: Order! What you are raising could be raised at a different level. We are basically debating this Motion, hoping that somebody from the Ministry responds. Actually, in the last Motion that we have just passed, there was no official Government Responder. We expect that the Order Paper reached the offices last evening and they are aware. We are still waiting, hoping that there will be somebody to respond. It is a Private Member's Motion and it is provided that the Government Responder be given a chance. Dr. Kibunguchy is speaking as the Member for Lugari. view

I think in this particular case of the Turkana incident, I really want the Minister to be specific about the bombing of Kenyans on the Kenya/Uganda border. He should tell us in his Statement, how many people have died. What caused the Ugandan Army or UPDF to drop bombs across the border and kill our people? What has the Government done about it, both diplomatically and militarily to stop the incidents from continuing? Those are the details that should be added to this Statement. view
