Thank you, Madam Temporary Speaker. I also rise to support this wonderful part of legislation from Sen. Cherarkey which has come to this House at the right time. I support the objectives of this Bill where we are looking at the issues regarding the promotion of security of people and animals, registration and management of livestock and livestock owners and other objectives in this Bill. This is a menace that has been there in the entire country, in the areas where there are livestock farmers, particularly the pastoralists. This Bill will definitely see the light of day for us who ...

In order to pass to Bill, we need to talk about the issue of movement of animals from one area to another or from one county to another. This is something that this Bill is trying to solve these problems. This is particularly on the vehicles that are ferrying these animals. Probably, we need to understand what kind of vehicles we need to use to ferry, for instance, the live animals or carcasses. The Bill has also talked about the area of offenses of which I am in support of it. I want to possibly add on one area where ...

Thank you, Mr. Speaker, Sir. I also rise to oppose this Motion on the impeachment of Governor Kawira. This House has an opportunity to understand more about the issues of Meru County if the matter is considered in Plenary rather than going the committee way. I suggest and propose that we go the Plenary way because it will give us the opportunity to hear for ourselves and see what is happening in the county and understand the problems coming from the governor herself. A Committee heard the first impeachment Motion of Governor Kawira. We now have a chance to consider the impeachment Motion in Plenary. It is true that we have seen this House going through the Committee way with different governors who have been impeached. However, I believe that if we consider this matter in Plenary, it will give us a chance as new ...

Thank you, Mr. Speaker, Sir. I also want to put my voice in supporting the Bill. I will go direct to Part II on recruitment of Community Health Promoters (CHPs). This is a good Bill. We have been having a big problem on primary healthcare and issues that concern health workers in the community. Most of our counties are rural based and they have a big problem on health. Getting a health facility or a dispensary is a problem. That is why we are coming in with CHPs, so that they can be first-hand healthcare officers in the rural areas ...
