It was an agreement that the community where these lines go through must get power through the Rural Electrification and Renewable Energy Corporation (REREC). However, the public schools and homesteads within that area have no electricity. I think this is a very important Bill because it is bringing uniformity to all 47 counties. We have a history of what counties have been doing with the department of health. Clause 18(b) provides that one person who is a resident of the area, nominated by the joint forum of women's organisations in the area and is appointed by the CECM. It is a good Bill that will help our people. The Bill has highlighted a number of issues. Its objective is promotion of quality education and provision of training for the teachers in primary and secondary school who are handling People With Disability (PWD). It is true that we have many problems in the counties, particularly in the water companies. I take this as a challenge. In part of my county, we have quite a number of problems.
