First and foremost, we realised as the Chairperson has rightfully said, that there is what we call freedom of choice for a transporter to transport his goods from one destination to another. The competitiveness should be in terms of the other modes of transport like rail, roads et cetera which should be a complementary system to the SGR. Hon. I would like to ask Question No.314/2020 to the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works: (i) Could the Cabinet Secretary explain why the upgrading to bitumen standards of Kemera-Kiendege-Eberege-Gachuba-Keumbu Road in Kitutu Masaba Constituency has stalled and why the contractor abandoned the site in August 2020? (ii) What measures are in place to ensure that the construction of the said road resumes, and that the project is completed to the set standards without further delays? view

That tells us that our Members of Parliament who left the House after 28th March 2013, together with the Bill that we discussed in the morning which was very specific, would be beneficiaries after we pass this Bill.
