I can see the Chairman of the Departmental Committee on Finance and National Planning seems to be a little unsure about the amendment. The amendment states that it is in the public interest for the KRA not to recover an unpaid tax. It goes without saying that any unpaid tax must be recovered, which is in the public interest. The fact is that sugar-cane growers are treated like slaves. They are told where to go and where not to sell sugarcane. If anything, they should be allowed to deliver cane anywhere in the zone provided that they have a pre-existing agreement with the miller. I do not think it should be provided as if it is a, b and c.
