  • 6 May 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) what the progress of investigations of police actions and killings that occurred in May 6, 2008 PARLIAMENTARY DEBATES 827 Kisumu during the post-2007 election crisis period is; and, (b) whether he could lay the final or a progress report of the said investigations before the House. view
  • 6 May 2008 in National Assembly: Mr. Speaker, Sir, I did not ask whether there was a probe committee set. My Question was very clear: "What is the progress of the investigations of the police action and the killings that occurred in Kisumu in the post 2007 election period?" I did not ask specifically whether there was any committee, a probe committee or a commission set to carry out investigations. I wanted to know why the police were instructed to use live bullets to shoot innocent protesters. There was no violence at that time until the police came and the Rapid Deployment Unit went there. Officers ... view
  • 6 May 2008 in National Assembly: Mr. Speaker, Sir, is it in order for the Assistant Minister to mislead the House by giving that answer? view
  • 6 May 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister is misleading the House. Having said that there were a number of deaths, they were not 45; they were 83. Just before he sat down, he misstated a fact. He said that the police used teargas and rubber bullets. No rubber bullets were used in Kisumu. We have spent G3 rifle cartridges. We also have postmortem reports of nearly 63 people, who were shot and killed using G3 rifles. Mr. Speaker, Sir, is the Assistant Minister saying that the Rapid Deployment Unit is not a police unit? If he is saying that, then he ... view
  • 29 Apr 2008 in National Assembly: Mr. Speaker, Sir, I want to thank the Minister for telling us that he is expecting some fertilizers. He has also told us that the Government intends to control about 50 per cent of the fertilizer imports next year. These are special and difficult times. Why can the Minister not restrict the prices of fertilizers? These people have been taking advantage of fertilizer prices. The prices should be restricted to, say Kshs2,500 per 50- kilogramme bag of fertilizer. These are special times. The prices should be controlled during these three months, so that we can get fertilizers during the planting ... view

  • 23 Apr 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker. Although I have spoken before, I have never presented my maiden speech. May I take this opportunity to thank the voters of Kisumu Town East for giving me overwhelming support. I also wish to support the coalition Government. I, especially, thank them because we are now enjoying peace. Kisumu City, as you know, was very badly hit by the effects of the post-election violence. I do not want to revisit this matter, because it brings back bad memories. But we must note that one of the cities that were hurt most was Kisumu. On ... view
  • 22 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, may I ask the Assistant Minister to kindly advise us on why a certain proportion in the District Roads Fund (DRF), which used to be 24 per cent, has been reduced to 12 per cent. At the same time, another proportion allocation which was 16 per cent has now been increased to 20 per cent. However, when you look at the net loss, we lost 12 per cent and gained 4 per cent. Therefore, the net loss to the district is 8 per cent. Secondly, could he kindly table before the House a list of blacklisted ... view
