Mr. Deputy Speaker, Sir, the question has been asked, but the Assistant Minister is not being very clear. I, for one, travel on the local airlines to Kisumu, and there is only one pilot. If the pilot is unwell, we are all going to crash! We are also talking about other airlines. There have also been other crashes. With due respect, I would wish to seek some June 26, 2008 PARLIAMENTARY DEBATES 1457 clarification. In respect of motorcycles, the proposal is not very clear, but I presume that the Minister means zero-rating only in respect of VAT. If that be the case, I would like to plead with the Minister to, perhaps, consider the cost of transportation which is a major cost in this country. Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to make my comments on the Budget. Firstly, I would like to commend the Minister for getting us a theoretically good Budget. In theory, the Budget looks good. Economics and financial theory is good. It can even be quoted in the economics books.
