However, Article 35 of our Constitution provides for access to information. It reads that:- “1. Every citizen has the right of access to- (a) Information held by the State”. I would like to table a letter from the Ministry of Justice, National Cohesion and Constitutional Affairs dated 2nd February, 2011, which is addressed to the Ministry of State for Provincial Administration and Internal Security informing them that they are the ones who should answer my Question and table the report. view

However, in part “c” of the answer, he is saying that the Ministry will mobilize financial resources from parents and communities. The policy of the Government is for free education, both primary and secondary and we all know how the nomadic people live. Could I get a clarification from the Minister how he is going to get funds from parents and communities from the nomadic people? view

We have seen, especially at the Coast Province, frequent breakdowns of mortuary systems due to lack of funding. If the Treasury is forced to pay all the bills, it will help a lot in the mortuaries. If after 21 days the Ministry finds unclaimed bodies of Muslims, the Supreme Council of Kenya Muslims (SUPKEM) and the Council of Imams and Preachers of Kenya (CIPK) should be informed, so that we can take the bodies and bury them according to our religion.
