Thank you, Mr. Deputy Speaker, Sir. I want to thank the Minister for giving a well informed answer to the House. Regarding 194 Kenyans who have died during the period stated, this was confirmed by the Ministry of Medical Services. Regarding the answer given to part âbâ, the Ministry has ensured that all the water consumed is properly disinfected by use of chlorine. Could the Minister inform the House what practical actions they are taking at the district level to make sure that water is free of contamination?

Mr. Deputy Speaker, Sir, we have farmers in Malindi, Kwale and Kilifi districts who had taken loans and they have been completely stranded for the last 18 months. Is there any way the Minister could assist through the AFC so that they can get some extra money and yield the fruits? They have failed to pay the loans because of the failure of the short rains. Is there a way the Ministry could assist the farmers, through AFC so that they yield their fruits and start paying the loans they had taken?

Mr. Deputy Speaker, Sir, I really appreciate the efforts of Eng. Maina and I wish to support this Bill. Normally, when Parliament discusses price control, the business people think we have war with them. That is not the case. In fact, if prices go down, the volume of their sales will be bigger and they will get more profit. If one was selling 1,000 kilogrammes of maize at Kshs5per kilogramme and then they are told to sell at Kshs2 because of price control, I am sure they will sell 3,000 kilogrammes. You heard some of my fellow legislators before who have mentioned the issue of video clips which were played at the KICC yesterday by the Committee of Experts on Constitutional Review. That was only for less than ten minutes, but took the hearts of everyone who was there seeing fellow Kenyans murdering each other, hitting each other with different types of weapons. I wish the same thing would have been shown to other Members in one of the Kamukunjis, so that we realize what really had happened at that time.

The issue of impunity did not start during the 2007 General Election. It was started when white settlers and explorers came to Kenya starting from the Coast Province to the hinterland. They did not respect the people who they met. There was no rule of law. Our land was taken and, at that time, the Government governed with impunity. Some of us have been trying to ask ourselves: Why now? What happened when the same Bill was brought here and almost many of us opposed it? There are really fundamental reasons. A teacher who retired in 1st October, 2008, TSC No.620953, up to November 2009 has not received any payment. She is still the one who takes care of her whole family and she is jobless. How many months will the Ministry take to pay pension?
