We wish them all the best during this tour, in their studies and future endeavors. They look very bright and happy. I think one of them must be Olekina's child going by the hair. So, welcome to the Senate and enjoy your stay.

Mr. Speaker, Sir, let us not forget that this Question was supposed to be responded to a while back. You remember when the Cabinet Secretary failed to appear in the House and I was saying that he is an individual that I do not know at all. It is good that he has shown up today, but you can see the frustration of the people of this country with the sort of leadership that we have. First of all, even when the Cabinet Secretary claims that he can respond adequately to the second Question; look at the response you have ...

Mr. Speaker, Sir, you put a question to him and I can tell you for a fact, even if he was allowed to go to the second limb, we would be more annoyed than we are right now with that response. The Cabinet Secretary must be told to take his work and this House seriously, so that when he comes back here, he responds to the questions that have been posed to him. Otherwise, he can also run to be a Senator of Migori, ask his own questions and run back to his Ministry to answer those same questions. Those ...

Mr. Speaker, Sir, I wanted to comment on the Statement by the Senator for Machakos, the Hon. Kavindu. I believe Sen. (Dr.) Khalwale misapprehended the thrust of this particular statement and he should know that just in the recent days, over 100 Kenyans were stranded at the border between Thailand and Myanmar. These people were not criminals. In fact, they had been lured to the Far East countries to purportedly go work there. However, when they get there, they get held against their will as part of the online extortion gangs. They got released but they were stuck at the ...

Lastly on the Statement regarding rates in Nairobi, I wanted to inform the Senator for Narok that the County Government of Nairobi City, just like the national Government, also passes what we call a finance bill every annual financial year. In that finance bill, the Assembly proposes for the county government to levy various fees here and there. There is a discussion to be heard on whether the services are commensurate to the fees being charged but you cannot challenge the legality of the levying of those rates, especially because the finance bill at the county level is also subject ...

Thank you, Mr. Deputy Speaker, Sir. I could sense some anxiety on the part of the Senate Majority Whip when the Statement by the Senator for Kirinyaga, Sen. (Dr.) Murango, was being read. It was as though he did not want us to have an opportunity to speak about the Social Health Authority (SHA) issues. The Chairperson of the Rural and Urban Private Hospitals Association is a young man I schooled with. He is called Dr. Lishenga. He was my candidate for Senate in Kakamega County under the Orange Democratic Movement party ticket. He has done a fantastic job representing ...

There are unconscionable contract terms and we have to speak about these issues without appearing like we are witch-hunting or anything. I want to assure the President that Sen. Sifuna’s money is also defined as public money because I am making a contribution. We are all making a contribution. If the system operator is getting money from there, then it means that the Kshs104 billion that we are using to procure this system is actually public money. The Auditor-General made a suggestion to the House. Unfortunately, I am no longer a Member of the Senate Business Committee but her suggestion ...
