  • 6 Mar 2025 in Senate: Mr. Deputy Speaker, Sir, is the Senator for Nandi in order to ascribe duties that are reserved for investigative agencies to a political party? He knows very well that political parties are not enforcement agencies when it comes to matters of alleged criminal conduct. All breaches of the law have to be sent to the proper agencies. Is he in order to invoke ODM willy-nilly and yet, this is a very powerful political party in matters that have nothing to do with politics. view
  • 5 Mar 2025 in Senate: Mr. Speaker, Sir, I hold brief for the Senator for Nandi County. I hope that I will not be denied an opportunity to speak to the Statements because I have read them. This is a request for Statement by Sen. Cherarkey. Pursuant to Standing Order No. 53(1), I rise to seek a Statement from the Standing Committee on Energy on the pending power bills owed by counties to Kenya Power Limited. In the Statement, the Committee should- (1) Provide a list of all counties that have unsettled power bills to Kenya Power indicating the amounts per county and the period ... view
  • 5 Mar 2025 in Senate: Mr. Speaker, Sir, allow me to make brief comments on the two Statements by the Senator for Nandi County on the pending bills owed to Kenya Power by counties and the alternative revenue streams for Kenya Power. I am sure you all remember there was a very embarrassing spectacle in Nairobi City County just a few days ago, where the county government got into a spat with the Kenya Power over unpaid bills. It resulted in something of a very petulant action that was taken by the Governor or the county government, which was to dump garbage outside the Kenya ... view
  • 5 Mar 2025 in Senate: initial claim of about Kshs3 billion. However, after auditing jointly, they came to a figure of Kshs1.8 billion. Now, of importance is that out of that Kshs1.8 that is claimed by the utility, the KPC, Kshs1.5 billion is arising out of street lighting. Now, here is a conversation that I want this Senate to help us with, especially here in Nairobi. Although this street lighting is termed as a function of the county government, this is admittedly a national security function. The Ministry of Energy themselves have agreed as much. I sat in a meeting with the Cabinet Secretary for ... view
  • 5 Mar 2025 in Senate: Secretary, is a 2019 Bill. If you look at the Kshs1.5 billion that KPC says is a debt owed by Nairobi, those debts precede that law. So, how can you tell us that in 2017 we did not owe Nairobi money for wayleaves? A final appeal on behalf of the people of Nairobi. The national Government institutions in Nairobi have refused to pay rates. Unfortunately, one of those institutions is this House; the Senate and the National Assembly; Parliament as an institution. All these buildings here in Parliament Square and the Government Square have refused to pay Nairobians rates. As ... view
  • 26 Feb 2025 in Senate: Mr. Deputy Speaker, Sir, I thank the leaders on our side for handing this responsibility to me. I know that the Cabinet Secretary for Health is here and Sen. • 26 Feb 2025 in Senate: Wambua is one of the people with questions for her. I am sure he will get an opportunity to say what he wants to. I was holding brief for the Senator for Migori who had a question to the Cabinet Secretary for Water, Sanitation and Irrigation, regarding the Lower Kuja Irrigation Development Project. I have never seen that Cabinet Secretary and I do not know how he looks like. If we met in the streets, I would not know who he is. I do not even know his name. I was looking forward to seeing his face. Senate Majority Leader, ... view
  • 26 Feb 2025 in Senate: Mr. Deputy Speaker, Sir, the President has said it himself that he struggles being the only person communicating the Government policy. It is true because who is this person who holds the water docket? I do not know him. Sen. (Dr.) Khalwale, if that gentleman walked in--- Maybe he is even present in this House but nobody knows. We were just asking ourselves here amongst the minority leadership whether it is a man or a woman. Nobody knows. We are disappointed and we always record our disappointment. If we have to understand the Government policy, we need these Cabinet Secretaries ... view
  • 26 Feb 2025 in Senate: Thank you, Mr. Deputy Speaker, Sir. Daystar has two campuses; one in Nairobi and another in Machakos County. view
  • 26 Feb 2025 in Senate: Mr. Deputy Speaker, Sir, by all accounts, I did not choose Sen. (Dr.) Khalwale to sit here. He usually does not sit here. However, we were discussing issues regarding the community. We are done. Sen. (Dr.) Khalwale should resume his seat. view
