  • 11 Jun 2024 in Senate: Thank you, Mr. Speaker, Sir. I am very proud to be a Senator this time. I am extremely proud of the House. As you understand, my position is that we did not put up a fight last year as a House to grow the basket of devolution. However, I am happy that standing here today, as the fourth Senate, we have breached the psychological Kshs400 billion mark on the resources that are going to the counties. I thank my colleagues, all of you who voted for the Division of Revenue Bill and the mediation committee that was chaired by the ... view
  • 11 Jun 2024 in Senate: Mr. Speaker, Sir, if you look at the schedule this year, my county of Nairobi is getting an additional Kshs850 million on their equitable share of revenue. I will later be bringing a proposal here for amending the Sports Act. The proposal is that these counties must be forced to allocate at least one per cent of the money we send them for support of the registered county sporting associations. My governor will have no excuse because I have now given him an additional Kshs850 million. I also know that he put around Kshs500 million in the Joe Kadenge Stadium, ... view

  • 22 May 2024 in Senate: Thank you, Sen. Cherarkey. I cannot be ignored. Indeed, the Standing Orders require that we refer to each other as Senators. When Sen. Gataya Mo Fire wants to show us his family tree by referring to his uncles and aunts, then he is out of order. view
  • 21 May 2024 in Senate: Thank you, Mr. Deputy Speaker, Sir. First, I am aware that the entire Government is in the USA. I was looking across the aisle and seeing some of the most vociferous defenders of this Government. I thought they would be on that trip, but they are here celebrating International Tea Day with us. This should be a clear lesson that shouting hoarse from the other side will not endear you to the presidency. Mr. Deputy Speaker, Sir, I am a bit confused on this International Tea Day. Should it be--- view
  • 21 May 2024 in Senate: I want Members of this House to reflect on their own standing. When you are only invited to trips to the goat auction in Mogoshu, but others are taken to the U.S.A, you should reflect on your standing within your own party. Mr. Deputy Speaker, Sir, the second point I want clarity on is whether in celebrating this International Tea Day, we are celebrating the growers or the drinkers. If it is the drinkers of tea, that debate should be properly anchored by Sen. Osotsi from Vihiga County and I as the leading Luhya leaders in this House, who are ... view
  • 21 May 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir. First, allow me to commend Members of this committee. As you know, the committee is chaired by my former classmate. It is such bold decisions that make me proud of being a Member of this House. That we can look at legislation objectively and say we have issues with this proposed legislation, and that we cannot support it. In fact, some of us have taken a position on previous legislation that has been sponsored to this House or originated from the National Assembly. That if a Bill is unconstitutional, you should not even entertain ... view
  • 21 May 2024 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate. view
  • 21 May 2024 in Senate: The best example was during the debate on the Division of Revenue Bill that was passed by this House. It was clear that, in fact, it is only a small section of Members of the National Assembly who think that everything should be perceived through the lenses of conflict between these two Houses. However, a vast majority of the Members of the National Assembly are people who believe in devolution and making sure that these institutions of devolution, including the Senate, work. You will see this demonstrated when we go to mediation over the Division of Revenue Bill. Mr. Temporary ... view
