  • 21 May 2024 in Senate: Mr. Temporary Speaker, Sir, if you look at the HANSARD, we in the Minority side during debate on the Housing Bill, were of the opinion that housing is a devolved function and it is the legislative mandate of this House to deal with questions of housing. Moreover, we needed to subject that Bill to our own independent public participation to find out the views of Kenyans. The word of caution results from the fact that previously we have seen very shambolic public participations before the National Assembly. In fact, one of our biggest shames as a nation was where public ... view

  • 21 May 2024 in Senate: colleagues in this House that when matters such as these come before us, we must show a united front as Senators. When you see a member of the National Assembly disparaging the entire Senate, it includes you. Mr. Temporary Speaker, Sir, what right does the National Assembly have to say that in a Joint Sitting we shall be subject to the rules or the Standing Orders of that House? I am sure if these proposals originated from the Senate, we would have special joint sitting rules that accommodate both Houses because that would be the fair thing to do. Mr. ... view

  • 14 May 2024 in Senate: Okay. I caught the tail-end of the submissions by my colleague, the Senator for Nandi County, on some of the unfortunate pronouncements we heard from the National Assembly yesterday regarding the decision by this House to award Kshs415 million to county governments. Mr. Speaker, Sir, there are things that we have to make very clear as a House. First, when we ask for more resources to be devolved to county governments, it is not to take away from the National Government Constituencies Development Fund (NG-CDF) or the National Government Affirmative Action Fund (NGAAF) in the National Assembly. What some hon. ... view
  • 14 May 2024 in Senate: An analysis was done on the distribution of resources at the national level from the Kenya Rural Roads Authority (KeRRA) and Kenya Urban Roads Authority (KURA). We will not be surprised that the person who was castigating Senate yesterday, the hon. Kimani Ichungwa, the Member of Parliament for Kikuyu Constituency, out of the Kshs350 million allocated to Kiambu County under KURA, Kshs220 million has somehow found its way to Kikuyu Constituency, where this Member of Parliament comes from. Mr. Speaker, Sir, a total sum of 94 per cent of the money under KeRRA is utilised in Kikuyu Constituency alone, at ... view
  • 14 May 2024 in Senate: Mr. Speaker, Sir, I am well guided. I thought colleagues in this House would be more defensive of the decisions of this House because yesterday the entire Senate was being discussed. view
