I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on National Security, Defence and Foreign Relations regarding the frequent incidents of fire in the City County of Nairobi. In the Statement, the Committee should- (1) State whether the fire outbreaks that occurred in Jua Kali area along Landhis Road on 30th January, 2024 and in Kijiji area in Lang'ata on 11th February, 2024 were acts of arson, and if so, explain the steps taken to bring to book the culprits. I rise, pursuant to Standing Order No.121(1)(a) and (c) regarding where a Senator unnecessarily interrupts proceedings or consults in a disruptive manner. I am sitting right behind Sen. M. Kajwang’, but I am unable to follow debate because of the disruptions that Sen. Orwoba is causing. Is she unwilling to continue listening to her colleagues? We listened to her and she also opposed this Bill. We also stamped our feet for her. She should have the courtesy to also listen to other Senators when they are contributing.   • 14 Feb 2024 in Senate: Mr. Speaker, Sir, I rise to second the Bill. I am privileged to serve in three powerful committees of this House. One of them is the Committee on Energy. Following the incident at Mradi in Embakasi East a few days ago, the Committee Members determined that we needed to speak to those responsible for licensing of installations such as those that caused the tragedy in Embakasi East. They have never been consulted on this project, yet they are the ones meant to cede their land; land they have lived on for years even before some of us were born for this project to go ahead.   • 14 Feb 2024 in Senate: Mr. Speaker, Sir, there is also a very interesting proposal here. If you look at Clause 4(vii), I think Sen. Osotsi wanted this institution of Parliament to also have its own holding cells. Clause 7A states that- “A person arrested under subsection 3 shall be held at such a place as specified in the National Police Service Act or as shall be designated by the clerk for purposes of holding such persons”.
