Mr. Speaker, Sir, from this incident, four citizens died and we hear from the Assistant Minister that there are no people carrying illegal firearms. It is only one suspect who was arrested. How come one suspect managed to kill four people if others did not have illegal guns?

20 Apr 2011 in National Assembly:
Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to second the Motion. First, I would like to thank hon. Kioni for bringing this Motion to this House, so that we can have a scheme of service for non-teaching staff in primary and secondary schools and also in special schools. I was a head teacher in a secondary school for 18 years and 12 years in a special school. Those days, we used to get grants and grants-in-aid from the Ministry of Education to pay for personal emoluments for all non-teaching and junior subordinate staff that were working ...

20 Apr 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, thank you for giving me the opportunity to speak on this very important Motion, which I support. Since the start of the free primary and free secondary education, the enrolment in our schools has improved. We have realized that with the start of day secondary schools, many children who would otherwise not have got the opportunity to transit to secondary schools are going to school these days. However, we realize that we have many orphaned children in our society. We have a lot of poverty in our society. Some parents have more than three or ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to stand in support of the Bill. As it has been said, I would like to thank the Sponsor of the Bill, hon. Mututho, who has seen it fit at this time, to bring this Bill to this House so that nurses can have a say in this country and that, their conditions and terms of service and professionalism are recognized in an Act of Parliament. The issues that were conflicting with the present Act have been addressed. For example, there was the conflict of interest where somebody ...

My able Chairman, Mr. Mutava Musyimi, has given the background and the in depth summary of the Report, which is very detailed and has exhaustively dealt with all the allegations that were presented by Mr. Mwangi Kiunjuri, the Assistant Minister for Public Works. I am a Member of that Committee that was investigating the alleged corruption. I was privy to all the hearings, except very few. So, what has been said by my Chairman is very true. I want only to summarize the sequence ...

13 Apr 2011 in National Assembly:
Mr. Speaker, Sir, the Assistant Minister says due to the present Constitution, they are giving scholarships per counties, and in circumstances, on constituencies basis. What makes it easy for them to give scholarships to constituencies and leave counties? What criteria do they use to award these scholarships to constituencies and not constituencies?

6 Apr 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, the clarification that I am seeking from the Deputy Prime Minister and Minister for Local Government is with regard to duplication of jobs. The Ministries that are giving jobs to these young people look where other people have done their work like planting of trees and reflect it as KKV programme. Where does money meant for KKV programme in those areas go? Finally, what will happen to the skilled youth because KKV is targeting the unskilled youth? What about the youth who are professionals, have trained and are not being targeted to do manual work ...

asked the Minister for Lands:- (a) whether he is aware of the inconvenience caused to clients by virtue of the separate locations of the Ministry Headquarters and the Department of Surveys and, if so, what measures the Ministry is taking to ease the inconvenience; and, (b) whether he could consider relocating the offices of the Director of Survey and the Deputy Director of Survey, which are currently based at Ardhi House, to Ruaraka considering that all personnel, equipment and records are based in Ruaraka.
