  • 5 Sep 2012 in National Assembly: The Minister has just come in and that is why I had not seen him. However, two-thirds of our country is dry. Because of the frequent climate changes that bring about frequent drought, the entire country is faced with drought frequently. Unless we address this matter, no development will take place. Kenyans need food. We are fond of importing food when there is a shortage. That way, we are not going to assist Kenya. I was in Israel in 1981. Israel was a very dry country then. However, they had an affirmative action to see that their country was afforested. ... view
  • 5 Sep 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the hon. Member in order to mislead the House that this is not a negotiated package that teachers are fighting for, when it is true that in 1997 they negotiated for a 200 per cent salary increase, 300 per cent responsibility allowance and, therefore, what they are fighting for is what was negotiated and gazetted? view
  • 5 Sep 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to support this very critical debate. Madam Temporary Deputy Speaker, I was part of those who negotiated the 1997 salary agreement. I am one of those who went to the Kabarak home of the former President where we were given the greenlight that we would get the salary increment. But after that, it is being achieved through a series of strikes. The teachers have a basic role to educate the children, but they cannot do it when they are hungry and their children are not going to school. Let ... view
  • 29 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I support this Bill and appreciate the efforts by Dr. Khalwale to bring it to the House. Kenyans can very innocently and unsuspectingly tricked into getting into these kinds of activities. The masters of these schemes are learned people who have money and can lure innocent Kenyans into getting involved into things that they do not understand. Clause 5(2) can put a lot of innocent unsuspecting Kenyans into trouble. It says that:- view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Minister agrees that the pensioners are getting very little and they live in pathetic conditions. He says that he is looking for a long-term solution for the people who are now contributing. For those who are pensioners currently, a 3 per cent increase, if one is earning a pension of Kshs2,000, he will only get only Kshs60; is that a reasonable figure that the Minister says is an increase? An increase of only Kshs60 on Kshs2,000! Does the Minister think that this can help the pensioners? view
  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I oppose the amendment given the fact that it does not make much difference from the original version which was in the Bill. view

  • 24 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I support the amendment because the regulations which are coming to the House are coming to the public. Everything done here is done in public. Committees are open to public scrutiny. So, I beg that since we are talking about a Security Council for the country, these things should not be exposed. view

  • 24 Aug 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. While I appreciate the Ministers who are present here, I know soon we shall be having drought in this country and the people who are supposed to address climate change issues, namely, the Minister for Forestry and Wildlife, the Minister for Water and Irrigation and the Minister for Environment and Mineral Resources have not been here and they do not know the kind of laws that we have passed. We are also asking for the fast-tracking of the Wildlife Bill which has been lying at the Cabinet. This is a very important Bill. However, ... view
