asked the Minister for Education:- (a) whether he could provide a list of special schools and technical training institutions which are caring for the mentally challenged, physically challenged, deaf and blind in the country; (b) whether he could further consider funding the schools/institutions adequately considering that most parents/guardians of such students cannot afford high school fees; and, (c) whether he could transfer the technical training institutes to the Ministry of Higher Education, Science and Technology for financial support and infrastructural development.

Mr. Deputy Speaker, Sir, I appreciate the Assistant Minister’s answer this time because last time, he had said that those institutions do not fall under his Ministry. I wish to ask him whether the names of some of the special schools have been changed because the names as listed are not the registered names of the schools. I will give the example of Kaaga School for the Deaf which is listed here as Kaaga Special School with a special wing for vocational training with enough workshops and trained teachers with skills for technical training. Mr. Deputy Speaker, Sir, realizing that this list has 189 special schools, vocational training institutions and only a provision of Kshs420 million has been given this financial year, is the Assistant Minister satisfied that the money will be enough for funding those schools to meet their needs and to buy specialized equipment?

Mr. Speaker, Sir, I stand here to support the Report in as far as the allocation of wards in Meru County is concerned. There was a memorandum that was presented to the Committee that Kibirichia Ward moves from Central Imenti and goes to Buri. I appreciate that the Committee did consider all the facts that Buri as it stands is twice the size of Central Imenti and, therefore, Central Imenti did not have the basis of annexing part of its constituency to Buri. Mr. Speaker, Sir, I want to say, North Imenti as it is divided, should remain as it is. We should not consider the memorandum from Kibirichia or Central Imenti, because North Imenti people are satisfied with what the IEBC has done.

Mr. Speaker, Sir, the Minister knows that the dates are only statutory provisions that have been given to constituencies. This is the third quarter of the year and yet the normal CDF allocations have not been channeled to the CDFCs. Projects are waiting to be given that money. Even schools have opened when classrooms should have been completed. This Minister now tells us that we cannot venture into allocating funds from this kitty that did not get funds.
