has said, State corporations play a major role in the drive of this country. The fact that they are political in appointments clearly shows that at times they give jobs to people who do not have adequate level of leadership skills. A person from the medicine sector is at times picked to lead or be a CEO or a director of an industry in an area that he has never learnt. This is a challenge that we have in this country. Somebody who has never been in a leadership position is rewarded at times because of political ties. The reason ...

There is necessity for us to look at the entrepreneurial side. We tell our young people to create jobs. People create jobs through opening companies and running businesses that grow gradually and they end up leading big companies. As companies grow, you realise that some of the young people get a challenge to grow their leadership skills in management positions. The Institute of Directors of Kenya will come in to play this role. These people will be trained. Although it is voluntary, they will go through some form of training and networking with the people who have been in leadership ...

Just like what the Chair of the Departmental Committee on Justice and Legal Affairs has said, this Bill is timely and needed in the private sector. Directors of State corporations need to share ideas across the board. They also need to be trained on ethical grounds. We have seen directors being suspended after being taken to court. They end up going to court without knowing ...

I want to clarify, but I do not know whether I am on a point of order. I stand guided. The Leader of the Majority Party was right when he said that every Member speaks in the House and the media is reporting wrongly. The new Hon. Members are complaining that they get a raw deal in communication on very sensitive Bills or matters in the House. It is a perception that is around. I am among the young Members of Parliament and I hear them speak. I have not complained because I speak in the House. The young Members ...

Hon. Temporary Deputy Speaker, the Hon. Member, who is my grandfather, got the message wrong. I said that the perception among young people is that the Speaker usually has a selected list of Members who speak. I am speaking on the general perception. I have not said that I am speaking on my own behalf or on behalf of anyone. But having said that let me make a clarification because you have asked me to. I understand the Speaker’s position with the fact that he knows each Member here and their debating skills. I forgive him from my view that ...

Thank you, Hon. Deputy Speaker. I beg to move the following Motion: THAT, concerned that available reports indicate that on average, road traffic accidents in the country cause an estimated 3,000 deaths with many other victims injured and maimed as a result, thus placing Kenya among the countries with the highest road carnage globally; further concerned that it is estimated that the cost to the economy from road traffic accidents is in excess of Kshs300 billion annually according to the National Transport Safety Authority (NTSA) Road Safety Status Report (2015); aware that legislation and policies in place to a large ...
