It is timely and as you know EAC is an organ whose objective among others is to develop policies and programmes that can be shared widely across all the partner states. As you know, persons with disability are our children and our relatives and it is very important that we take care of them. As a nation, we know the situation and the status that they are living in. Disability is not inability. From the backgrounds that we come from, we know what happens to children with special needs. There are places where children are hidden. In other places, they are given up for sacrifice when they are born. We have come a long way. The Motion says that there is lack of policy implementation framework. I agree totally with that.
