Mr. Temporary Deputy Speaker, Sir, this is a historical moment that I want to remember throughout my life because I waited and felt that I will witness a day like this one. Thanks to the Almighty Allah that I am able to witness this moment. It is in that light that today is the happiest moment for all the women in this country who have suffered FGM. This is because they did not want that kind of practice to be continued. They did not want that practice to go to their grandchildren and the next generation of our society.

It is because of the close working relationship with the Departmental Committee that you are seeing results. asked the Minister for Water and Irrigation:- (a) whether she could state the amount of money allocated through the Ministry to Ijara District for the past three years; (b) how much money has been used to provide clean water in Masalani, Korisa, Kotiley, Hara, Abdi Gure and Gababa locations for the past three years and whether she could also indicate the source of water to residents of these locations; and, (c) what the steps the Ministry is taking to ensure residents of Ijara Constituency have access to clean and safe water.

Mr. Temporary Deputy Speaker, Sir, I would like to thank the Assistant Minister for the answer he has given. Due to the prolonged drought and water scarcity all over the country, the little water that is left in water pans in Ijara has been contaminated and is not good for human consumption. The Ministry has just given Kshs3 million for emergency water intervention, which has covered 30 villages. What is he going to do to cover the remaining 70 villages that have not benefitted from the emergency intervention? They are in dire need of water.

Mr. Temporary Deputy Speaker, Sir, the amount of money that was released to Ijara Constituency in the last three years is Kshs37 million. If you divide that by three, it is about Kshs12 million per year for water in Ijara Constituency, which covers about 13,000 square kilometres, has over 100,000 people, and has no permanent water source. It is just too little. What will the Mr. Assistant Minister do to change this habit of allocating too little resources to places which have severe water problems?

Is he in order to give me another answer when in the written answer he has given me, he says that Kshs37million has been released to the constituency in the last three years?

Karua has said about the world best practices, that is exactly what happens all over the world where party lists are used, for example, in Sweden and South Africa. The exact numbers are taken. This issue that is brought here of the extra numbers is just used to cheat the women of this country and to tell them that they are in the party list and have been picked.
