Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this Bill. We were able to go through the Bill together with the Minister and his staff, people from the Federation of Kenya Employers and the trade unionists. We went through the Bill together and we agreed on some amendments to be moved particularly on the title of the Bill. We agreed that because we want to look at the best practices all over the world and see how our industries and workers will do in the future, we agreed to amend the title

On a point of order, Mr. Temporary Deputy Speaker, Sir. I want to quote the Article that the Minister has just referred to. It is Article 162(2) on system of courts and this is what it reads:- “Parliament shall establish courts with the status of High Court to hear and determine disputes related to (a) employment and labour relations---” It is not the name.

Mr. Temporary Deputy Chairman, Sir, we looked at this very carefully at the Committee level. The demand and the cries that come from all over gave us the feeling that it was only important for us to have the eight Commissioners because of inclusivity, given the diversity of this country, so that we could have a broader outreach. We thought that we will not have a Ministry specifically for gender in the next Government. That is what people were looking at and I plead with my colleagues that we should give this Commission that number of Commissioners.
