  • 6 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. Equally, I would like to congratulate the Mover of this Motion and thank the Minister. These are special thanks on behalf of the people of North Eastern Province and, in particular, Garissa County. In the spirit of the new Constitution and inclusiveness, the Minister has facilitated and put up an office in Garissa. The office is giving services to people in terms of acquiring passports. This has given an opportunity to people to apply and in two days, they have the document. That service is in Garissa. That is what we expect from the ... view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, it is unfortunate that I get this kind of answer from the Assistant Minister. The case in point is about an 80 year old man whose case was ruled in his favour for three times by the court. He went to the police station three times. I have court orders here with me. The police were not able to help him. In addition, in 2006, hon. M.Y. Haji wrote to the District Commissioner on the same subject requiring law and order to be maintained so that this person can be served and justice can be done to ... view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, personally, I went to the police station and talked to the Provincial Police Officer (PPO) about this matter. He told me that he would enforce this order, but he did not do so. So, is the Assistant Minister in order to mislead this House that the police were not served and the DC does not know about this matter? view

  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, I have mentioned here that I have personally gone to the police, the PPO and the OCS with this document. If the police are going to lie like this to the Assistant Minister--- view

  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, I appreciate the extension by the Assistant Minister. He knows that during this current drought, the pastoralist communities are seriously affected because they have to look for basic needs for their families and livestock. They are, therefore, not able to acquire birth certificates. A huge number of candidates are unable to enroll for national examinations. What is the Ministry doing in considering the children from pastoralist communities, especially at this time when the drought is really affecting them? view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to support this Motion. Mr. Temporary Deputy Speaker, Sir, planning is a very important tool for one to realize a timely input and output for achievement and value for our resources. I have gone to some countries to learn best practices. The countries that I have gone to, to see their budget making process, do their budgets factoring in all issues for the whole year. There are some countries which do not even have supplementary budgets. This is because they bring on board all people who understand the budget and budget making. As ... view
  • 24 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am privileged to talk on this subject because I have gone round to check on the implementation of the KKV Programme in many places. Unfortunately, the Assistant Minister has said that, as a Ministry, they have implemented and monitored only a small component of the KKV Programme. The most unfortunate part is that this programme was meant for empowerment of the youths, which falls squarely under the docket of the Ministry of Youth and Sports. Could he confirm that they have not monitored the application of all the other monies that were used by ... view
