These are special thanks on behalf of the people of North Eastern Province and, in particular, Garissa County. Mr. Speaker, Sir, it is unfortunate that I get this kind of answer from the Assistant Minister. The case in point is about an 80 year old man whose case was ruled in his favour for three times by the court. He went to the police station three times. I have court orders here with me. The police were not able to help him. In addition, in 2006, hon. M.Y. Mr. Speaker, Sir, personally, I went to the police station and talked to the Provincial Police Officer (PPO) about this matter. He told me that he would enforce this order, but he did not do so. So, is the Assistant Minister in order to mislead this House that the police were not served and the DC does not know about this matter?

Mr. Speaker, Sir, I appreciate the extension by the Assistant Minister. He knows that during this current drought, the pastoralist communities are seriously affected because they have to look for basic needs for their families and livestock. They are, therefore, not able to acquire birth certificates. A huge number of candidates are unable to enroll for national examinations. What is the Ministry doing in considering the children from pastoralist communities, especially at this time when the drought is really affecting them?

Mr. Temporary Deputy Speaker, Sir, I am privileged to talk on this subject because I have gone round to check on the implementation of the KKV Programme in many places. Unfortunately, the Assistant Minister has said that, as a Ministry, they have implemented and monitored only a small component of the KKV Programme.
