Madam Temporary Deputy Speaker, on livestock mitigation programmes, the President and the Government have taken responsibility and said that they were going to launch mitigation programmes. Unfortunately, many livestock keepers who thought that there was a genuine mitigation programme going on sold their animals to the Government but, two months down the line, they are in hotels in Nairobi, suffering. They are not even being paid their own dues.

When you say that you have created a special mitigation programme and pick up the few animals from poor farmers, and then you do not pay them, it is unfair. That is not what we felt our Government could do to livestock keepers. There are mothers who had only one animal, which they gave to the Government. Their intention was to pay school fees, including national examination registration fees, for their children. Mr. Deputy Speaker, Sir, I would like to support this Motion. I am a very disturbed person as I support it because I just came from the region affected by famine. I have been going round and I saw the real situation on the ground. I saw a small child and a woman die in this drought. That gives me many problems. I am quite disturbed because disasters such as drought and floods are not new in this country and the world over. These are situations that everybody knows could face us. On a point of order, Mr. Deputy Speaker, Sir. The HANSARD will bear me witness. I talked of “innocent Kenyans” and that there is a phobia so that immediately something happens, the police harass members of the Somali community specifically, and the Muslims. Immediately something happens in down town, the police start harassing people in South “C” and Eastleigh. I am asking about innocent Kenyans. We do not want to protect any criminal.

Mr. Speaker, Sir, the Minister has said that the people were evicted peacefully. I have never of an eviction which is peaceful. Since those people are now aggrieved because their land has been taken by the NYS, is there any plan to compensate them?
