  • 27 Aug 2009 in National Assembly: This will also ensure that the youth, including young women and the disabled are represented in all youth activities and organs starting from the Youth Council to other youth organizations in the country. This Bill has failed to incorporate the YEDF as part of the functions of the National Youth Council. This is an oversight and it needs to be corrected. Under Clause 5, which is on the composition of the Council, many have already said that the Minister will appoint six people. I propose that we have eight people who will represent the eight regions. This will take care ... view
  • 27 Aug 2009 in National Assembly: Mr. Deputy Speaker, Sir, amongst the youth, we also need to look into the issue of representation of disabled persons, girls and traditionally unrepresented groups like the urban poor, the homeless as well as those in ASAL regions. People living with disabilities, girls, the urban poor and homeless people have unique challenges. These are the only groups of people who, if involved in the National Youth Council, can critically address their issues, because they know what it means to be homeless, or to live with disability, or to be a girl child. So, this is a special group that needs ... view
  • 26 Aug 2009 in National Assembly: Mr. Speaker, Sir, the Departmental Committee on Labour and Social Welfare was constituted on 17th June, 2009, during the Third Session of the Tenth Parliament. The Committee is mandated to consider the following issues:- Labour, trade unions relations, manpower and human resource, planning, gender, culture, social welfare, youth, children affairs and national heritage, among others. In undertaking its mandate, the Committee oversees the following Ministries:- Ministry of Labour, Ministry of Youth Affairs and Sports, Ministry of Gender, Children and Social Development, Ministry of State for National Heritage, Ministry of State for Special Programmes and Office of the Vice-President and Ministry ... view
  • 26 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Ministry’s Recurrent Expenditure for the Financial Year 2009/2010 is Kshs3,002,322,380. That is a drop from Kshs12,078,098,160 in the previous year, indicating a reduction of Kshs9,075,775,280 in provision of the purchase of maize for strategic grain reserve. That means that with the current drought that the country is facing, the Ministry is under-funded in the provision of the purchase of food during this financial year. In the Development Expenditure for 2009/2010, there is an increase from Kshs3,741,921,000 to Kshs4,264,668,000. That means that there is a minimal increase of 14 per cent. This is a Ministry ... view
  • 26 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker for giving me the opportunity. I rise to support the Motion. view
  • 26 Aug 2009 in National Assembly: This is a very important and progressive Motion because it seeks to create a peace building institution within Parliament. Kenyans and the world will also know that the Kenyan Parliament is very serious on peace issues. Until the last general election, Kenya was like an island of peace in a sea of turmoil. Kenya used to reach out to our neighbours and mediate on conflicts. Kenya helped Sudan and Somalia. view
  • 26 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, it is important that we form this institution. This institution will reach out in our country by way of educating Kenyans on peace issues. It will particularly be able to reach women, who are very sensitive and peace- loving people in this country. view

  • 26 Aug 2009 in National Assembly: Mr. Temporary Deputy Chairman, Sir, while supporting this Motion, I want to say that this Ministry was created out of necessity and need. The Government saw that there was need for creation of this Ministry. However, if this Ministry is not facilitated to conduct feasibility studies and address the needs that exist, then it is not going to make the feasibility we require as a country. I request that the Minister for Finance, next time, looks into properly financing this Ministry. I beg to support. view
  • 26 Aug 2009 in National Assembly: Mr. Temporary Deputy Chairman, Sir, while I support this Vote, I would like to remind the Minister that there is a National Cohesion Commission that was approved by the Committee on Justice and Legal Affairs. That Commission is not in place and I would like to urge the Minister and the Executive to put it in place. view
