Mr. Deputy Speaker, Sir, may I thank the Assistant Minister for assuring this House that he will connect electricity supply to the Emali Jua Kali Association plot. Having said that, I would like to inform him that, Garissa, being the provincial headquarters of the North Eastern Province, has had a long outstanding electricity problem for many years. What plans does the Ministry have to connect the town to the national grid?

Is he aware that since 1968, there has been a plan by the Government to establish a port in Lamu, and construct a railway line from Lamu through Ijara, Garissa and Mwingi, to connect to the existing railway line in Thika? Is he also aware that up to last year, the establishment of Lamu Port existed in the Official Government Plan, as did the construction of a railway line from Lamu, through Ijara, to Garissa, Wajir and Moyale? Mr. Deputy Speaker, Sir, I would like to ask the Assistant Minister what mechanisms he has put in place to reach and serve the pastoralist women and, in particular, by organising them and building their capacity by providing those funds to them? I am aware that those women have never accessed the funds so far.

Madam Temporary Deputy Speaker, the people of North Eastern Province in particular have been victimised in Nyayo House. Nyayo House is becoming a place for income generation from communities from North Eastern Province. It is giving people of North Eastern Province a lot of problems because of the kind of service that is given there. Once a person is identified as coming from North Eastern Province, he is given different service unlike people from the other parts of Kenya. If we continue to under-fund this Ministry, we will be a country that will always depend on donors. We will be a country that will always depend on food aid. Mr. Deputy Speaker, Sir, if you look at the money that we use on food aid and translate what particularly goes to northern Kenya, it is a lot of money. If we could use that money for development, we could go very far!
