  • 10 Oct 2012 in National Assembly: Regarding the issue of disabled children, as a Member of Parliament, if you went round your constituency, you would find that we have so many children with disabilities. In my constituency, the programme that came recently on how to assist the children with disabilities--- Those who are impaired through hearing, the lame ones and so on need serious attention. I have a school called St. Brigid in my place for disabled children. If proper investigations are undertaken, it will be seen that there is some equipment that can assist children. It is true I have seen some children who are ... view
  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, I am in the Ministry of Labour and we talk to many employers. You will find that in our labour market, there is a mismatch between the skills given in schools and those required in the labour market. If you look at somebody who has studied for a degree in religious philosophy, disaster management and so on, they cannot be useful. In Form Four, people are taking combinations that are not useful. We could choose Arts, Physics, Double Maths and Physics so that you could become somebody. You will find that somebody is doing Maths and ... view
  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, when Mr. Uhuru was the Minister for Finance, we introduced the centres of excellence. Those were very welcome ideas. There were to be two primary schools and a secondary school. We thought this would continue, but because it was benefiting the people, the forces of darkness came in and prevented this programme from continuing. Up to now when you move around, you will find that some of these projects are incomplete. So, Mr. Minister, try to prevail upon your friend Mr. Githae to re-introduce these centres of excellence. By now, I know I would be having ... view

  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I also beg to support this Motion of Adjournment. I think it is long since teachers started demanding for their fair deal. I remember almost four months back, I was with Prof. Kamar in my constituency, when teachers told her to tell hon. M. Kilonzo that the Government owes them their arrears. view
  • 5 Sep 2012 in National Assembly: In fact, they were circulating a list. They just wanted to balance because if you looked at the civil servants, despite them having similar education, they get more allowances than the teachers. I saw that as a very genuine case. But I must also confess that the Government has taken long to address this issue. This is the opportunity it will now have. Even if it means taxing Kenyans more to reward the teachers, let us do it because in so doing, our pupils in schools will be able to get quality education that has been lacking all along. In ... view

  • 22 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have been colleagues in the struggle for a very long time. I do not know why you had not seen me. I also rise to support the Bill on Leadership and Integrity especially in clauses 10 and 11 regarding the performance of duties by a public officer and professionalism. I think that is what has been lacking. If we gave Kenyans that, we shall have achieved a lot and the hue and cry from the civil society should be ignored. I believe that some people here have an intention of locking out some people ... view
