Mr. Speaker, Sir, sometime last week, the Chair ordered a certain Minister to produce a report which had been kept for almost three or so years. This Report has taken over 15 years, without being implemented, or even being made public. I have been sent by the people of Mt. Elgon and Teso districts to ask the Government, on their behalf, when exactly this Report will be made public and implemented because they also spent resources.

Mr. Speaker, Sir, the Assistant Minister has accepted to act with speed, make the report public and implement it. Could he give us a specific time-frame within which he intends to do so, so that I can have a specific answer to give to the people of that area?

Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, in view of the fact that there are 74 districts in the country which are currently operational; aware that these districts are catered for in the national Budget through financial allocations and cognizant of the fact that out of the said 74 districts, only 46 are officially gazetted, this House do grant leave for the introduction of a Bill for an Act of Parliament to amend the Districts and Provinces Act, 1992, to validate the 28 non-gazetted districts.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. Having listened to the President and having gone through his Speech, there is no doubt that he meant well for Kenyans. There is no doubt that he had a very good agenda for Kenyans. However, the problem arises in the implementation of whatever he put across. The NARC administration inherited a very corrupt Civil Service. These civil servants are the ones who are supposed to implement the agenda of the President as laid out in His Speech.
