Mr. Temporary Deputy Speaker, Sir, if you read the Report on page 34 and recommendation No.14, let me read it, for the benefit of Members:- âThe University should take into consideration the regional representation in the recruitment and promotion of its employees so as to counter the negative ethnicity that is currently perceived. The allegations of the use of vernacular in meetings in some departments said to be dominated by one ethnic group is serious and the University must stop this behaviorâ I am not cooking issues. I am just being polite by mentioning one name. Mr. Temporary Deputy Speaker, ...

Mr. Temporary Deputy Speaker, Sir, I am talking about respected courses worldwide like engineering, medicine and nursing. You find that students from certain communities are just admitted to study religion when they qualify to study engineering. Dr. Nuh knows these people; they are members of his community. He comes from Tana River---

Mr. Temporary Deputy Speaker, Sir, let us tell the Assistant Minister the hard facts so that he goes and acts on them. I know we participated in the liberation of this country. We almost saved Dr. Mwiria himself from torture and all that because he was a victim of the previous Government. It is not a laughing matter because you find that a student from Teso who qualifies for engineering is admitted to study a funny course. I am saying that there should be a balanced and proper placement of students in various courses at our universities. With those few ...

Mr. Temporary Deputy Speaker, Sir, let me take this opportunity to thank the Minister for Finance, one, for trying to be somehow responsive to the needs of the people on the ground, from his Budget Speech. The Minister said that most of the Economic Stimulus Projects that were planned for last year will be rolled over using this Budget. I must say that in my constituency, things are moving on very well as far as the Economic Stimulus Projects are concerned, thanks to the civil servants who are a bit dedicated to their work these days. Mr. Temporary Deputy Speaker, ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to the Motion. I support the Motion but wish to make the following contribution. In his Speech, the President praised the Committee of Experts and the Parliamentary Select Commission on the issues related to the Constitution. I want to talk on behalf of my people whose input into the Constitution-making process was totally ignored. There is only one thing that we wanted and if it is put in the Constitution, we shall feel as if we are part and parcel of that process like other Kenyans. ...

live in very unique situations and it should be understood by Kenyans. I am appealing to the Members of Parliament that as we go for the retreat, we should be able to understand that the people of Mt. Elgon, Kuria and the Teso are located in very disadvantaged locations in Kenya. So, they need to be heard and given special considerations.

Madam Temporary Deputy Speaker, the Teso community fought so hard to come out of the larger Busia District which has now been put as a county. It is not their wish and they never asked to be returned back to that county. There were other options. The Constitution is supposed to make almost everybody happy. After former President Moi liberated us from Busia District, for you to try to force us back where we do not want to go, I think we had the better option. We shall be freer in Uganda than being in Kenya because we have more ...

western Kenya and Nyanza. It is very unfortunate that the Treasury instigated the suspension of these funds by the World Bank and other donors. Madam Temporary Deputy Speaker, it was a small amount of money that was being used to facilitate the seminars here that was lost. However, most of the money went to assist our people at the grassroots in the construction of classrooms and many other poverty eradicating projects that were initiated by the World Bank and its partners. We, as Members of Parliament from Nyanza and Western provinces, have tried our level best to convince the World ...

Mr. Deputy Speaker, Sir, I wish to contribute to this Bill and say that this a very tricky Bill considering the political scenario in Kenya and considering how the national resources have been dished out. Looking at one section of the Bill, Mr. Ethuro is saying in the Memorandum that the Bill also seeks to enhance the autonomy of the Legislature in performing its oversight
